All along, the construction of small towns in China is facing many difficulties. In 2014, China officially entered new urbanization while the development of small towns still lagged behind. We believe that the mode of characteristic development of small towns could bring new opportunities and breakthroughs for the development of small towns. In the past two years, there has been a craze in building characteristic small towns in China, which is a prototype and a good beginning for the characterized development of small towns. At present, some achievements have been made. However, there appeared some irrational chaos during building characteristic small towns, including unrealistic and blind me-tooism by various local governments, fake construction by changing towns’ name or other packaging, unscientific approval procedures for characteristic small towns, and so on. We thought that they could have a negative impact on the characteristic development of small towns, of which Chinese government must be vigilant. Therefore, this paper made some theoretical considerations for the characteristic development of small towns and put forward some rational strategies and suggestions.
