With the rapid domestic economy grow, China’s cities are facing the trouble from the high car holdings. Cities are getting crowded and dangerous to the citizen. Most cities’ roads and traffic system are designed in a way that unfriendly to public transport, pedestrian and bicycle. Unlike the common solution that build wide and fast lane for the cities, we propose Car-Free as a development tool kit, to help China’s city to face their systematic sustainable development problem. Also, this tool kit was applied to a development plan in Wenzhou City, hoping to create a paradigm in the construction of ecological civilization of China.
