As predominantly rural Illinois counties embark on addressing related to state-mandated e911 integration, many have struggled with both addressing as well as information dissemination for emergency service providers, many of whom serve on a volunteer basis. Since 2016, the Western Illinois GIS Center has worked with counties in western Illinois as to create map books for the counties. Because the partner counties do not have stand-alone GIS implementations, the assembly of such map books is met with inherent challenges not present where developed GIS services exist. This presentation will discuss the workflow, challenges and outcomes related to the map book projects.
