Territorial spatial planning is the high-level and strategic planning that build territorial spatial development pattern and long-term development perspectives in a country or region. It is irreplaceable for ensuring good orders of territorial development and it is an indispensable public management tool for sustainable development in market economy. Territorial optimal allocation is the core of spatial planning, and the regionalization is the fundamental content of territorial optimal allocation.
This research explored the theories, methods and practices of territorial functional regionalization.
1. In this study, the spatial functional zoning system was established based on production, livingand ecological goals, which was different from the “Major Function Oriented Zoning” with the potential goal of urbanization and industrialization planning. It aims at optimizing development pattern, land resources allocation, and spatial differentiated management.
2. The report explained the relationships between geological spaces and territorial functions, explored the coordination and competition relationshipsamong production, living and ecological goal functions as well as the influential factors. According to this analysis, the functional zoning system was established and the realization process was discussed.
3. The research took Hubei Provice as an example and carrid out a practical research based on theoretical analysis. The BP Artificial Neural Network (ANN) model was applied to evaluate the production, living and ecological functions of each zoning unit, and the dual-constraint spatial cluster analysis was applied to realize the zoning process with MATLAB. According to the zoning results and expert knowledge adjustment, the research divided Hubei Province into four functional regions and 12 sub-regions.
