The right of residence is the most basic human right of citizens, which has been recognized by the laws of various countries. The government is the only resource holder for substantial improvement of housing conditions of urban residents. The construction of affordable housing is not only the political responsibility of the government, but also the legal obligation of the government. Government responsibility should run through the supply of housing land, housing construction, housing transactions and other links. In housing construction planning, the proportion of ordinary commercial housing, affordable housing and low-rent housing should be rationally allocated to improve the level of social security and reduce the living burden of low-income groups. Improve and strengthen the internal incentives and legal responsibilities of local governments in the construction of affordable housing. Speed up housing security legislation, confirm the right of residence according to law, and clarify the responsibilities and obligations of the government. Focus on solving the problems faced by the supply and distribution of affordable housing, improve the accountability mechanism, and improve the government's legal responsibility.
