In this study, we use a new developed topographic control index (TCI), precipitation and impervious area to explore how the three factors are related to flood risk in Cincinnati, high flood risk areas are reflected by observed flooded locations in a severe flood event. Finally, the urban flooding mitigation measures are discussed to provide a reference for urban flooding management and mitigation measures for urban planners and policymakers.
