The LEAD Tool is designed to help states, communities and other stakeholders create better energy strategies and programs by improving their understanding of low-income housing and energy characteristics. The tool uses over 120 million rows of census data to build a robust set of customizable maps and charts detailing energy burden, energy cost, and housing counts for the entire United States, from the state level all the way down to census tracts. The LEAD tool was described by the DOE as ‘pushing the limits’ of what they thought possible on the energy.gov website.
